What is the best/cheap web host for an ebusiness? Shopping cart and paypal/one stop shop. Can't figure it out.

I want to start an ebusiness. But It's very confusing. I want to accept credit cards but I don't understand all the techno language. Or how it all works. I'd like to know what is the best and least expensive webhost that will help design the site and help me establish a shopping cart and accept online credit cards etc. I bought the Online Business for Dummies book but it was also very confusing as to how to find a webhost that will do everything I need. It mostly focused on how to di it yourself...NOT. Thanks, Anybody.
